[Interop] Hyper-V and WSL network communication

Well yes, the Corsair is already here 😝

I will bring some discussions in order to "test the waters" and also see if others are interested in it or if it's just my crazy mind.

For the first topic, I would love to know if the Hyper-V and WSL networks could eventually communicate or if you split for a specific (security) reasons?
This feature would allow servers (read: kubernetes/docker nodes) to communicate more easily between them without the need to create a tunnel or map ports on the Win10 host.

And as a follow-up, of course, if we could set the WSL gateway to a fixed IP through the wslconfig file for example (I guess the file is read upon the uVM boot, therefore it's "too late" in the process. So it's need to be also handled)
