Repro Steps

• Windows 10 that has just resetted by saving the files
• install the wsl2 by https://learn.microsoft.com/zh-cn/windows/wsl/install-manual
• install the Ubuntu on Microsoft Store
• no password when login the computer

Expected Behavior

• click the Start -> close button,display the "close the window"interface,and the computer will not do anything
• Start up again the flight mode will not be turned on.

Actual Behavior

• click the Start -> close button,display the "close the window"interface,and restart automatically
• flight mode is turned on
