Repro Steps

1.dism.exe /online /enable-feature /featurename:Microsoft-Windows-Subsystem-Linux /all /norestart
2.dism.exe /online /enable-feature /featurename:VirtualMachinePlatform /all /norestart
3.dism.exe /online /enable-feature /featurename:Microsoft-Hyper-V /all /norestart
4.wsl --update
5.wsl --install ubuntu --web-download

Expected Behavior

The WSL subsystem was successfully installed

Actual Behavior

Wsl/InstallDistro/0x8007139f

Thank you @imbecile-gulu. Based on the logs it looks like the ubuntu app is in a bad state. Can you try to run (elevated powershell):

Get-AppxPackage CanonicalGroupLimited.Ubuntu -AllUsers | Remove-AppxPackage  -AllUsers

And then try the install command again ?
