Description

Vertical scrolling using two fingers doesn't work properly in MS Paint.

Steps to reproduce

  1. Open MS Paint
  2. Zoom in so that scrollbars appear
  3. Use two fingers to slowly scroll vertically

Expected behavior

Scrolling should follow the finges'moves, moving very slowly.

Actual behavior

Instead, it moves very fast and a very small/slow already reaches the bottom of the image.
It makes using the trackpad to scroll within the image impossible.

Note that doing the same thing with horizontal scrolling works as expected: moving very slow will scroll very slowly, as expected.

Following up on older bugs. @warpdesign - This no longer appears to reproduce on my device with latest Win11 (WIP Dev channel, build 24H2 10.0.26120 and MSPaint v11.2406.34.0). Are you still seeing it?

I still get the bad behavior on Windows 10 22H2 version 10.0.19045.4598. Unfortunately my Surface Book cannot be upgraded to Windows 11. I'll install it in a VM to see if I can reproduce it.
