Create feature to remove a portion of the video and save the copy without the cut portion

Describe the feature
Similar to trimming but user can be able to cut a video from anywhere and remove it from the video. Suppose a video is 20 mins long total duration. When i cut from min 13 - 17 and save it the video should have 4 mins reduced and the video should skip mins 13 to 17. I know how to do this with trim from start and end but directly cut feature would make things a lot easier.
