Arc Server VHD SAS URL will expire on August 1st 2023

Describe the bug
Not a "bug" per se, but just a heads up, the SAS URL containing the Hyper-V VHD will expire on August 1st, causing automation to break.

Probably a good idea to update it to last another few years.
