[Bug]: ARM64 Windows Boot Fails with NVMe Boot Drive

Current Behavior

With recent Qemu versions, Windows fails to boot on SBSA with an NVMe boot drive. AHCI works and the repo has been converted to use it. This repros across multiple releases of this repo.

Expected Behavior

NVMe boot drives should allow Windows to boot.

Steps To Reproduce

Use an NVMe boot drive and see Windows fail to boot on SBSA.

Build Environment

- OS(s): Ubuntu 20.04
- Tool Chain(s): GCC
- Targets Impacted: DEBUG

Version Information

Seen in release/202302, release/202311, and release/202405 based mu_tiano_platforms.
