Have a capability to dashboard PR runs to visualize perf impact with changes before merging.

Related issue:
#392 -- push summary table to dependent jobs.

Try it out with MsQuic where you intentionally have a PR degrade perf, and a PR where you fix or add some feature to improve perf theoretically and see the impact there.
