How can I apply an overlay port to apply a patch to an earlier version of the arrow package?

This arrow issue was fixed in the latest version of the port:
#38305

However, a few things are not clear to me:

• Why is the dll patch file that was added only being applied if I choose arrow version 16.0.0 with port-version 1? anything else and the patch isnt applied, even though the patch is listed in the portfile.cmake
• How can I apply the patch to an earlier version ( I'm on arrow 15 and cant upgrade at the moment )? @dg0yt was kind enough to mention its doable using a local overlay, but I'm a complete n00b to vcpkg and cant really figure out what in the overlay would have to be changed ( Linking to arrow in a static x64-windows-static-md build incorrectly links ws2_32.dll.lib #38305 (comment) )
