In Chrome 69, they fail bc of an incorrect "stopped" reason. Not a big deal, I think the BreakOnLoadHelper can return whether it handled the event but still wants to pause because it found a breakpoint.

Could one of you guys investigate this so we can get the tests back in working order? Thinking this was from one of the breakOnLoad PRs
