Brief description of your issue

In the latest version 25180 of WinGet, the Cancel operation has become more unreliable.

But it works fine with 2411

Steps to reproduce

  1. Make sure you are using WinGet 25180
  2. Install App via winget install XP9CXM3N2B06J1 --accept-package-agreements
  3. Press Ctrl+C to cancel install

Expected behavior

Cancel and exit install progress

Actual behavior

Cancelled, but it will re-start downloading
