Change Project Tycho metadata creation scripts to use a different value and valueIRI for creation dates. #191

Please change your DATS creation script to use
http://purl.obolibrary.org/obo/GENEPIO_0001882

as the valueIRI for the creation date.

Also please use the word "creation" instead of "created" for the "value."

We will make these changes in our database so there is no rush for you to do this (but please do it before you have to send us new DATS files).
