add ability to resume downloads from api

If a download dies in the middle, there is no way to continue where it left off. Change this in the API.

The new functionality should go through the Midas tree again, checking all existing items on the local filesystem against their checksums in Midas to see if they need to be redownloaded, and if they are up to date, skip downloading them.
