Publishing to a staging env does not work when version is not bumped in prod env

Steps:

• Publish a version to prod e.g. 1.2.1
• Create a staging pipeline and try to publish to it at 1.2.1
• Notice the pipeline mentions the correct env file but when it prints out the URL of the file it's going to deploy it is actually the prod URL

Temp fix: bump the version and rerun the staging pipeline and it checks and prints the correct URL with details from staging env file
