1 minute wait before file upload for External Scan oois

Describe the bug
When you want to upload a file to your newly created ExternalScan ooi you have to wait max. 1 minute before you can upload to your ExternalScan ooi.

To Reproduce
Steps to reproduce the behavior:

1. Wait until a new minute has started.
2. Add ExternalScan ooi.
3. Upload a raw file (ex. burp.xml file) with xml/burp-export as mime-type
4. Observe that you get the error "Error: OOI doesn't exist, try another valid time".
5. Wait until the minute changed.
6. Re-upload the file and see that it works.

Expected behavior
A raw file upload should immediately be possible on ExternalScan oois.
