Description/Context

Create a component resource that wraps the OLDatabase and Vault database compoent resources ensuring that the Vault resources have a dependency linkage to RDS so they get deleted in reverse order.

The problem is that Pulumi will delete the RDS instance before deleting the Vault resources, leaving them dangling which causes problems for further pulumi up/down cycles.
