#265 added tech prerequisites for buildings.

Unit Tests

Write a unit test to check for any other missing prerequisites

Migration

Once the unit test has been written, make a PR for Angel's. Highlighting how few extra prerequisites are required may make the Angel's devs reconsider the prerequisites policy.
