Particles on dry cells

I am running a MODFLOW-NWT flow model and MODPATH 7. Particles located on dry cells are still being tracked even though I set drape to 0. I checked out Modpath 7-IO but couldn't figure out what other parameters are needed to be set. I think it might be about cell rewetting from MODFLOW-NWT.

Any suggestion would be greatly appreciated!
