この情報はDBで管理しなくてもいいと思う
system_eventnames.inc.php
extra_system_eventnames.inc.php (※必要に応じて作成)
といったファイルを作って、そこから読み込ませる

$evantNames['OnWebPagePrerender'] = array('id'=>3, 'service'=>5, 'groupname'=>'');
