A clear sample of how a proposal should be issued has to be made, let's use the first real proposal received to achieve it.

Describe the solution you'd like
A new entry has to be created for the new proposal in the right markdown file, a new container folder "proposals" has to be created in the root directory, the proposed asset has to be filed into proposals directory.
