Create a simple list of prefixes as part of each release

In order to reliably remove content from Mondo, we need a list of all currently "active" prefixes in Mondo ingest, maybe just written out from our source of truth (the yaml files?) to a single text file, that we can parse then in mondo to determine which prefixes Mondo ingest is actually updating, see https://github.com/monarch-initiative/mondo/pull/7801/files#r1684903245.

@twhetzel please add more details to this issue if you need to, this is just a placeholder to remember to deal with the matter.
