Test GH action, etc

Overview

We started adding some tests to #93. Now we should:

Sub-tasks

• 1. GH action for tests (on PR, and on push to develop and main, workflow dispatch)
• 2. Ideally a make command to run them
  • Consider: do we want to run this at the end of the build
  • Also the standard ODK makefile has goals called test, so i should avoid the name collision
