Is your feature request related to a problem? Please describe.

If I'm streaming over wifi, I want to set my bit rate as high as possible. However, if I am on cell networks, I want to significantly reduce my bitrate.

Currently, there's no handling for mobile data. I accidentally burned 80GB of mobile data streaming once because I forgot to adjust bitrate (thankfully, the consequences were throttling, not a bill). Considering this is an Android client, it's a reasonable assumption many users will have a SIM installed, and this seems like an extremely necessary protection.

Describe the solution you'd like

There should be two bitrate sliders - one for wifi & one for metered connections.

Even better would be resolution overrides (e.g. 1080p on cell, 4K on wifi), but bitrate is a good place to start.

Describe alternatives you've considered

Every time I launch Moonlight, go to settings and adjust bandwidth accordingly
