Operators using PayGate should have options for requiring manual approval before a Transfer is sent off to the ODFI/receiver. This allows for manual and automated processes to reject transfers as a function of risk tolerance.

A trivial trigger for manual approval is cumulative amounts over time periods (seven days, thirty, etc).
