현재 /actor에만 정책이 적용 되어 블랙리스트나 화이트리스트로 제한 된 인스턴스는 팔로우가 불가능 하지만 이미 등록이 된 인스턴스의 툿은 들어 올 수 있는 버그가 있기 때문에 수정이 필요함.

평소엔 문제가 되지 않지만 이미 등록 된 인스턴스를 블랙리스트에 넣을 때 문제가 생김.

업스트림에도 동일하게 있는 문제이기 때문에 PR을 보내면 좋음.
