Enhancements

• When poetry virtualenv creation is disabled via an environment variable and no poetry virtualenv exists then don't try to execute tasks with poetry run Poe tries to activate the environment even if poetry config virtualenvs.create false #65

Fixes

• Fixed issue when running poe from inside a poetry env with the --root global option targeting another project, the target project env was not always used.
