Consider running tests directly on host machine in addition to within Docker as part of CI

It was recently discovered that some tests fail when running outside of Docker (See #119). It could potentially be valuable to run tests outside of Docker as part of CI (in addition to running them in Docker).

Some considerations:

• more to maintain
• most devs use Mac, not Linux which is what we typically use for github actions
