The file cfactor.txt is not used in the Erosion modeling assignment (hydrology_erosion.html). It is not even machine readable. It should be some standalone HTML or PDF or incorporated to the given section in the assignment (Compute soil detachment for spatially variable land cover).

This should be a html table, properly referenced to Wischmeier and Smith
1978 (as referenced in Haan et al., but I was able to digg out the original
report from a wiki document). The best for it would probably be here http://ncsu-osgeorel.github.io/erosion-modeling-tutorial/cfactor.html
so that it can be referenced by misc. courses, tutorials, or projects.
The original reference is USDA federal report and thus in public domain.
