Chain signatures has been out for a few months, and this library contains no code. The JS files are blank.

As a user wishing to build on NEAR's chain signatures, I would benefit from working code.

Ticket point: 2 per network (ethereum and bitcoin files blank, implementing one at a time)
Estimated time: 2 days for mid-level engineer
