Infotip inside setting button option hover incorrect or hover in middle of element

here on website when we move to settings and we get modal view of all button for options for
Enable Dragging
Enable Panning
Enable Zooming

so even if we don't hover on the button still infotip/tooltip is visible
I think it is considering whole row as to show infotip if that is case to show infotip then button should also work but they dont
