Upgrading Netbox 3.7.3 to 4.0.8 - stuck at "Installing build dependencies" - proxy issue? #17028

I'm trying to upgrade Netbox from 3.7.3 to 4.0.8 on an Ubuntu 22.04 LTS system. However, it seems to hang. I get as far as:
And it's "stuck" there. There's the incredibly slow "rotating" /-| character but no progress. CPU usage is idle so it's not thinking.
Now the complication to my install is that it doesn't have direct internet access, but via a proxy. In the past, I've modified the My guess is somewhere, pypi.org is called but not with the proxy parameters and so timing out. How can I work around this? |

You need to install all the dependencies as documented here:
If you had installed
python3-dev
then via dependencies it would have installedlibpython3-dev
thenlibpython3.XX-dev
which contains the missing file.
