in the current process for creating the base box from the .iso we disable the software updater manually after installing the VM from the .iso

NB: Manual disable software updater : Settings -> Software & Updates -> Updates -> Never

we could instead include this configuration in packer/base-xubuntu-prepare-for-vagrant.sh
if it is possible to script the command
