[REQUEST] Make tips configurable #28

Currently the tips you can see ingame can not be configured.
What should be done:

Create option to disable/enable tips
Create option how often tips should be print to chat
Option to customize the tips you can see (create/remove tips yourself)

The tips shown to players are already configurable in the tips.txt file that is generated in the main server folder.
