Bring back 32 bit support

When removing 32 bit support in 16 series release, there were points mentioned leading to that decision. E. g. in

Well, the game has changed meanwhile. 32 bit still/again is a priority even for core/server:

And obviously (?) reverting the "64 bit only" changes seems quite easy when e. g. looking at a fork containing 32 bit support:

Why don't we bring back 32 bit support? Core/Server can, for sure NC News can too.

Interested users might have a look at https://github.com/mormegil-cz/news which restores 32 bit support for the News app.

We decided not to support 32 bit.

Original support for 32 bit was already based on a workaround.

One of the main points was that we also have no tests for 32bit, all the testing and development runs on 64bit.
If someone wants to maintain a fork that's fine for me.

I would also be ok if 32 bit support is brought back, including testing on 32bit.
But we already discussed it back then when 32 bit support was dropped nobody was able or willing to work on this.
The fork also just reverts a few lines that enable the code to run on 32bit without any automated testing.
