[Bug]: Change menu items' text to light when custom background is used

Bug description

As an admin, under 'Administration settings' -> 'Administration' -> 'Theming', it is possible to upload a custom 'Background and login image'.

When this image is light, menu items' text should potentially change colour, rather than staying white:

There's been some work in this area in 29/30. And in my testing I don't see this problem in current maintenance releases of 28 or 29. Are you still able to reproduce this? If so, maybe I'm overlooking something.
