NXdiff new command line option "--compareFloat32Float64". This replaces #334. #339

This is mainly for ADARA testing. We will cast float32 to float64 and then implement relative epsilon comparison, with default epsilon = 0.0000001.

Refs #339. Added new command line option --compareFloat32Float64 with 0.0000001 as the default precision. Also limited int32 to uint64 change to /entry/raw_frames only, refs #335.
