Add optional point values for 0.5 and 0.25

It would be nice to have lower point values than 1 in Planning Poker (0 and 1/2 and maybe quarter). Not every team would need them though, so maybe some sort of option the host can manage?

I've never seen those used. Can you tell me, when using lower values, do you still use the high numbers, 40, 100? Is there really more options or is the whole scale just shifted down? I'll have to think about a way to handle additional customization.

In my team's particular use case, we use the higher numbers as substitutes for 0 and 1/2. So wrapping around, 100 == 1/2, 40 == 0.
