MANUAL markup format

The existence of the table of contents in the MANUAL file leads me to believe it follows some sort of semantic markup convention with associated tools for quick navigation. However, I'm drawing a blank on figuring out what markup language the file uses. Does it follow an established markup format, and if so what format?
