Starting from X-Road version 7.5.0 it is possible to pass additional configurations to psql utility using environment variables defined in the /etc/xroad/db_libpq.env configuration file. More information about the topic is available here.
You should define the PGSSLCERT=/tmp/postgresql.crt environment variable in the /etc/xroad/db_libpq.env configuration file.
Thanks, but changing files is not something that we want to do in our environment (some discussion here #2396) so I'll go with the env variable for now.
