Migrated sidecar from 7.4.2-ee to 7.5.1-ee.

Now I can't create backups anymore

pg_dump: error: connection to server at "somehost" (172.0.0.1), port 5432 failed: could not open certificate file "/root/.postgresql/postgresql.crt": Permission denied

Adding PGSSLCERT=/tmp/postgresql.crt env variable allows me to make backups again.

Starting from X-Road version 7.5.0 it is possible to pass additional configurations to psql utility using environment variables defined in the /etc/xroad/db_libpq.env configuration file. More information about the topic is available here.

You should define the PGSSLCERT=/tmp/postgresql.crt environment variable in the /etc/xroad/db_libpq.env configuration file.

Thanks, but changing files is not something that we want to do in our environment (some discussion here #2396) so I'll go with the env variable for now.
