Add support for TypeScript 4.9

Now that TS 4.9 is out of beta, what's the timeline for adding support in NX? I find the satisfies operator to be extremely useful, but the current version throws a ReferenceError: module is not defined runtime error on prod builds (using webpack) on any modules that use this operator.
