Add support of baseDir in @nx/web:file-server

http-server now supports --base-dir arg, http-party/http-server#837 (comment) (merged but not released) which closes http-party/http-server#139 from 2015.

Please add support of the arg once http-server will be released (latest release 14.1.1 (from 2022) does not have this arg obviously):
