Allow setting more svgr options in @nx/rspack

For @nx/vite you can very expressively set up svgr as documented here
https://nx.dev/recipes/react/adding-assets-react#svgr-for-vite
(although it's done through by a 3rd party plugin)

In @nx/rspack there's a handy helper for it but it only allows for 3 options atm

It would be nice if this was expanded to add more options or at least expose the configFile property. ATM I have to manually add the rule just to enable exportType.
