I believe the Pipeline will remain "Suspended" according to the lua script, since Pipeline Condition.PausingOrPaused remains true. Does this mean the Jenkins pipeline will fail?
If so, we should change it from looking for the Condition to instead looking for phase==Pending. This should get set to "Deployed" once the spec is deployed, independent of the fact that it's still pausing.

Leo says "afaik, suspended doesn't fail the pipeline" (slack thread) but also "The pipeline won't fail right after the 'Suspended' however the promotion won't proceed. If we have envs configured as: dev > qal > prod and it gets suspended in dev the pipeline will stop and probably fail with timeout". We need to understand if this sort of promotion actually exists on PavedPath that could cause this kind of thing to happen.
