Inform clients when the exam package is updated #148

Would it be a good idea to inform connected clients running an attempt when the exam package is updated, prompting them to reload the attempt so they get the new version?

If the instructor makes a mistake and has to update the package again, that could be annoying for students.

If this is implemented, using the description asked for in #313 would allow instructors to give a message to students to help them decide if they need to reload.
