Instructors can view an attempt at a given time. There are links in the attempt data timeline to do this.
If an instructor manually changed the time in the URL to a time before the attempt started, then there'd be no data to show. The LTI provider could show an error page, instead of letting the Numbas exam load and show a "no suspend data" error.
