When reporting scores is set to "on completion", automatically report scores for incomplete attempts when the resource becomes unavailable

We had a case of a student whose score for an assignment wasn't reported to Canvas because the resource was set to report scores on completion, and the student never ended their attempt.

I think that it's reasonable to automatically report scores when the "available until" time is passed.
