Ability to disable the module

Describe the feature

The ability to disable the module entirely would be nice to allow more flexibility with nuxt layers.
To give an example: We have a base layer for all apps but for internal tooling we don't require i18n. Here the ability to disable the module would be very handy so the base layer can still have all the i18n config and we can opt out granuaraly
