Make it work on bills without amendments

Example bill without amendments: S23-2011.

In my view, the page should still display the bill text and show the diff between Current Law and the Bill Text. The pull downs implemented on the Amendment-Dropdowns branch could be limited to Current Law on the left and the original bill on the right to illustrate that there were no amendments available.
