ICE core libraries maintained in CKeditor plugin

While this project seems to be dead, the core libraries are maintained in the ckeditor change tracking plugin here: https://github.com/loopindex/ckeditor-track-changes/tree/master/src/lite/js

These contains updates essential to handle spaces correctly in recent versions of Chrome.

@delambo If you are still reading this, maybe just update to those versions?

We should close this one, it's only reference to a different library.

They have added quite a few commits over the last couple of years which include some bug fixes and better namespacing. It might be worthwhile to test out their latest version to see if we should merge it in. I found some CKEditor specific stuff which may be easy to remove, but if it is too much then it could be a dealbreaker.
