Overflowing at encounter/plots page and plots lack responsiveness

Describe the bug

• The tabs on the plot section of an encounter are overflowing for medium and small size devices.
• The plots grid should have 1 column for small and medium devices and 2 columns for large devices

To Reproduce
Steps to reproduce the behavior:

1. Go to link
2. Switch to mobile view or Ipad view
3. Scroll down to plots section
4. See error

Expected behavior

• The tabs on the plot section of an encounter should have a horizontal scroll avoiding overflow
• The plots grid should have 1 column for small and medium devices and 2 columns for large devices.
